أَنَّ الَّذِيَ دَلَّ حَوَّاءَ عَلَى الْأَكْلِ مِنَ الشَّجَرَةِ هِيَ الْحَيَّةُ،
That the serpent was the one who led Eve to eat from the tree.
دَلَّ — led. A past verb 'led / guided toward', with its subject being the relative word just before ('the one who led'). It carries an implicit 'he/it' subject in its form and takes a direct object next; the verb describes the act attributed to the serpent.

Then he pointed to a learned man.
فَدُلَّ — then he pointed to. This fuses 'fa-' (so/then) with a past-tense verb of directing/pointing, its 'he' subject carried inside. The 'fa-' marks the pointing as the next narrative step; the verb governs the destination through the preposition that follows, sending the man toward the learned figure.
