It is valid for non-timed voluntary prayers at all times except the disliked times.
لِلتَّطَوُّعَاتِ — for supererogatory prayers. The 'li-' marks the purpose — 'for the voluntary devotions,' a feminine plural in -at, in the -i form after the preposition. For these optional prayers the timing rule relaxes, as the next words say.
