There is no specific order required for taking the dust for the limbs; if one strikes his hands on the ground, it is permissible to wipe the face with his right hand, then his right hand with his left.
مَسْحُ — to wipe. An action-noun, 'wiping,' the subject of 'was possible' (closing on -u), heading an 'of' pair with 'the face.' What becomes feasible is the face-wipe, done with the right hand as the next words say.

It is recommended not to lift the hand from the limb until its wiping is completed, and to remove the ring in the first strike.
مَسْحُهُ — its wiping. An action-noun, 'its wiping,' with 'it' (the limb) attached — the subject of 'is completed' (closing on -u). What must finish before the hand lifts: the wiping of that limb.
