  الْعَاقِلَ — the wise person. The topic after 'but', 'the wise one', wearing the object ending only because the contrast-particle before it demands that shape on its noun. Its 'the' marks the definite type set against the foolish.

• فَإِنَّ هَذَا لَا يَقُولُهُ مُسْلِمٌ وَلَا عَاقِلٌ

  For this is not something a Muslim or a reasonable person would say.

  عَاقِلٌ — a reasonable person. An active participle — a noun built from a verb that names the doer of an action, here 'one who reasons'. It is the second possible sayer joined to the first, and shares its indefinite 'any such person' force, widening the denial to reasonable people generally.

  The sensible person is the one who gives each moment its due among the duties incumbent upon him.

  فَالْعَاقِلُ — so the sensible person. The fa- prefix opens a conclusion drawn from the foregoing ('so'), and the al- marks the sensible person as a definite type. Together they launch the sentence's topic, a generalized figure whom a defining description, introduced by the relative word next, will pin down.
