And when He manifests in the attributes of sufficiency, care, and attending to the interests of the servants.
وَالْقِيَامِ — and attending. 'And' plus a verbal noun 'undertaking / standing over', first term of an 'of' pairing — 'attending to the interests' — genitive owner. It owns the noun that follows.

But the wise person does not seek freedom from obligation; rather, he seeks guidance to fulfill it.
لِلْقِيَامِ — to fulfill. A noun bundling the 'for/to' prefix with 'the', naming the purpose, 'for carrying it out'. The prefix governs it into the genitive, and the action-noun then takes its own attached object next.

الْقِيَامِ — fulfilling. An action-noun, 'the carrying out', in the genitive after the preposition. It names the act of fulfilling duty as the place where happiness is found.
