But the wise person does not seek freedom from obligation; rather, he seeks guidance to fulfill it.
بِهِ — it. A preposition 'with' carrying the pronoun 'it' attached, the object of carrying out. The suffix reaches back to the obligation, so the short word both governs and points; the verb of fulfilling takes its object through this preposition rather than directly.
