كما قال تعالى ﴿الَّذِينَ هُمْ يُرَاؤُونَ وَيَمْنَعُونَ الْمَاعُونَ﴾
As He, the Almighty, said, 'Those who show off and withhold simple assistance.'
وَيَمْنَعُونَ — and withhold. The wa- adds a second verb, present tense with a built-in plural subject, 'and they withhold'. Coordinated with the showing-off verb, it continues describing the group; the verb governs the following noun as its object.

And the prompting of reason and religion prevents him from it.
يَمْنَعُ — it prevents. A present-tense verb ('prevents/holds back') with its 'it' subject built in, agreeing with the 'prompting' that is the real subject. It reports what reason and religion do against the nature's pull. No separate subject pronoun appears, since the verb shape carries it.
