وَمَنْ ظَنَّ أَنَّ الْخَضِرَ وَغَيْرَهُ سُقْطُ عَنْهُمْ الْأَمْرِ لِمُشَاهَدَةِ الإِرَادَةِ وَنَحْوِ ذَلِكَ
And whoever believes that the Green One and others besides him were exempted from the command in order to behold the Divine Will and the like.
لِمُشَاهَدَةِ — for witnessing. The preposition 'for/to' fused to an action-noun, here marking purpose: 'in order to witness'. This 'for' assigns a reason or aim to what precedes, and it governs the following noun into the genitive.

لِمُشَاهَدَةِ — for the viewing of. The preposition li- 'for' fused to a verbal noun (an action stated as a noun), here marking purpose: 'in order to behold'. Li- forces the genitive on the noun it rides, and this verbal noun in turn owns the noun after it in a possessive pairing.
