الْأَمْرِ — the command. An action-noun ('the commanding'), naming the act of enjoining as a thing, with al- making it the definite, general activity. It heads the well-known phrase 'enjoining right'. It carries the genitive ending as object of the preposition before it.

أَمْرِ — command. This noun heads an 'of' pairing with the divine name after it, so it drops any article and takes definiteness from that owner. Governed also by the 'other-than' before it, it sits in the genitive; the phrase builds toward 'the command of God'.
