قال العلماء ﵏ النصيحة لكتاب الله تعالى هي الايمان بأنه كلام الله تعالى وتنزيله
The scholars said that sincere devotion to the Book of Allah, the Exalted, is to believe that it is the word of Allah, the Exalted, and His revelation.
كَلامُ — the word. Inside the 'that' clause this is what the Book is declared to be — God's speech — and it opens another 'of' pair with the name to come. It carries the -u that marks the clause's predicate.

Nothing from the speech of creation resembles it, nor can the entire creation produce anything like it.
كَلامِ — speech of. After 'of' this takes the -i ending and then opens its own pair, 'speech of creation.' Layered phrases like this — a preposition, then a possessive pairing — are normal Arabic stacking.
