The scholars said that sincere devotion to the Book of Allah, the Exalted, is to believe that it is the word of Allah, the Exalted, and His revelation.
وَتَنْزِيلُهُ — and His revelation. Joined by 'and' to 'the speech of Allah,' this names the same Book from another angle — what He sent down — with 'His' fastened on the end. It is a noun built from a verb 'to send down,' the -u keeping it level with the predicate it parallels.

The third matter is what is contained in His saying: 'A revelation from the Lord of the worlds.'
تَنْزِيلٌ — A revelation. A verbal noun 'a sending-down / a revelation', indefinite, the subject of the quoted verbless sentence, 'a revelation (is) from...'. The pattern turns the verb 'send down' into a noun; the indefinite form keeps it general.
