The scholars said that sincere devotion to the Book of Allah, the Exalted, is to believe that it is the word of Allah, the Exalted, and His revelation.
لِكِتابِ — for the Book. The 'li-' shows what the counsel is directed toward — the Book — much as English 'devotion TO.' The noun takes the -i ending after the preposition and then itself owns the next word, 'of Allah'.

كِتَابِ — Book. This noun, Book-of, is the next owner in the stacked chain, genitive, itself owning the divine name that follows. It is owned by 'meanings' and owns 'Allah', continuing the layered 'of' relationship.
