فَقَالَ لَهُ أَبُو جَهْلٍ أَلاَ أَرَاكَ تَطُوفُ بِمَكَّةِ آمِنًا،
So Abu Jahl said to him, "Do I not see you moving about in Mecca in safety?"
تَطُوفُ — you are moving about. A present verb with 'you' inside, describing ongoing movement. It does circumstantial work after 'I see you' — picturing the state he is caught in: roaming about freely.
