فَالْحَالَةُ الْعَامَّةُ أَنَّ الْقَلْبَ لَا يَكُونُ عَلَى صِفَتِهِ مِنَ الْيَقَظَةِ عِنْدَ سَمْعِ الْمَوْعِظَةِ وَبَعْدِهَا؛
Generally, the heart is not in a state of wakefulness when hearing an admonition and afterward.
وَبَعْدِهَا — and after it. This stacks the linking 'and' onto a time-noun carrying a 'it' owner ending; the suffix points back to the admonition. It extends the timing: 'and after it'.

بَعْدِهِمْ — after them. A time-word meaning 'after', with the suffix -hum ('them', a group) attached, so it reads 'after them'. The plural 'them' points back to the departed people. The time-word forces the suffix into the 'of...' ending and fixes when the erasing happened: once they were gone.
