فإن كان الشاعر بليغا مفوها مقداما على الكذب في لهجته
If the poet is eloquent, articulate, and bold in deceitfulness in his speech,
مَفُوَّهًا — articulate. A second quality stacked onto 'to be', also in the accusative as a 'kana' predicate — 'gifted of speech, fluent'. Arabic simply lines up several accusative adjectives to attribute multiple traits at once. Its participial shape means 'endowed with a mouth'.
