فإن كان الشاعر بليغا مفوها مقداما على الكذب في لهجته
If the poet is eloquent, articulate, and bold in deceitfulness in his speech,
لَهْجَتِهِ — his speech. Genitive after 'in', this noun ('his manner of speech / tongue') carries an attached 'his'. It names the arena of the lying — his characteristic diction. The pronoun folds the possessor into the single word.
