فَالزُّهْدُ عَلَى الزَّاهِدِ أَحْسَنُ مِنَ الْحُلَى عَلَى النَّاهِدِ
So asceticism on the ascetic is better than adornment on the one who displays herself.
أَحْسَنُ — better. A comparative adjective, 'better', the predicate, set up to be followed by 'than'. The single form carries the 'more' that English splits into two words; it heads the comparison.

وَأَحْسَنُ — and best. The wa- joins a second evaluation, and the comparative noun it carries, 'better/best', uses the same fixed comparative shape. It continues the verdict, 'and better in outcome'.
