بِالنِّعَمِ — with blessings. Here 'bi-' is fused on as 'with', marking what the bestowing consists of: with blessings. The preposition governs the noun, whose 'the' marks the favors as a known set.

نِعْمَتَانِ — two blessings. A noun in the dual, 'two blessings'. Rather than adding a separate 'two', Arabic folds 'exactly two' into the noun's own ending, so the count rides in the word's shape. It opens the quoted statement as its topic.
