المَأْمُورِ — commanded. 'the commanded', a passive participle on 'the supplication', definite genitive — the one ordered.

الْمَأْمُورِ — prescribed. This is a passive participle — 'the one that has been commanded' — describing the supplication as something acted upon, not acting. It agrees with the supplication it modifies and stays in the genitive to match it.
