إِنَّمَا هُوَ بِالْجُمْلَةِ التَّامَّة
It is only with complete statements.
التَّامَّةِ — complete. 'complete', adjective on 'the sentence', agreeing as definite, feminine, genitive. The case and al- tie 'complete' to 'sentence' — and the whole argument rides on this word.

Likewise, what has been legislated for Muslims in their prayers, calls to prayer, pilgrimage, and festivals, as a remembrance of Allah the Almighty, is indeed in complete sentences like the statement of the caller:
