ويُستحب ألّا يرفعَ اليدَ عن العضو حتى يتمَّ مسحَه، وأن ينزعَ الخاتمَ في الضربة الأولى،
It is recommended not to lift the hand from the limb until its wiping is completed, and to remove the ring in the first strike.
يَتِمَّ — is completed. 'is completed,' in the subjunctive (the -a) after 'until.' Its subject, 'its wiping,' follows: the hand stays down until that wiping reaches completion. The mood marks this as the goal-point, not a fact.
