ويُستحب ألّا يرفعَ اليدَ عن العضو حتى يتمَّ مسحَه، وأن ينزعَ الخاتمَ في الضربة الأولى،
It is recommended not to lift the hand from the limb until its wiping is completed, and to remove the ring in the first strike.
يَرْفَعَ — to lift. 'he lift,' in the subjunctive (the -a) after 'that.' Under the 'not,' the recommended thing is to keep the hand down — not to raise it off the limb until the wipe is done, as the rest says.
