There is praise according to the Mutawatir Sunnah and the consensus of the Muslims.
وَإِجْمَاعُ — and the consensus. 'and the consensus of' — 'wa' plus 'ijma'', nominative, a second ground joined by 'wa', head of an 'of' pairing with 'the Muslims'.

As for interpretation by the scholars, it is permissible and good, and the consensus is settled upon it.
وَالْإِجْمَاعُ — and the consensus. A fresh verb-less statement: 'and the consensus [is]...', the -u marking it the topic. As before, the 'is' will be a participle, not a verb — Arabic needs none in the present.

بِإِجْمَاعِ — with consensus. A preposition 'by/through' fused to a noun heading a possessive pairing, 'by consensus of...'. It marks the basis of the verdict and puts its noun in the (genitive) ending. As the head of the pairing the noun stays bare of 'the', leaning on the owner that follows.
