Then Allah will send—or he said: Allah will send down—rain like dew or shade,
الطَّلُّ — dew. This is the predicate of 'as if it were...' — 'the dew', nominative (ka'anna bends the subject, not the predicate). So the rain is likened to fine dew. An alternative likeness follows.
