ثم يرسل الله أو قال ينزل الله مطرا كأنه الطل أو الظل،
Then Allah will send—or he said: Allah will send down—rain like dew or shade,
كَأَنَّهُ — like. This is the 'as if / as though' particle with attached 'it' — 'as if it [were]...'. Like its 'inna' family it grips its subject in the accusative. It opens a likeness for the rain. The predicate of the likeness follows.

كَأَنَّمَا — it is as if. This particle means 'as if' and introduces a comparison, signalling that what follows is a likeness rather than a literal claim. It frames the whole result clause as a vivid figure: it is as though the world were his.
