Then Allah will send—or he said: Allah will send down—rain like dew or shade,
الظِّلُّ — mist. This is the second predicate of 'as if it were...' — 'the shade', nominative, coordinated with 'dew'. So the rain is as soft as dew or shade. It shares the predicate role with its twin.
