The decisive word is what distinguishes between truth and falsehood, discerning this from that, and it differentiates between people in their disputes.
اخْتَلَفُوا — they disputed. A past-tense verb 'they disputed' with the plural 'they' subject built into its ending. Arabic marks the plural doer inside the verb, so no separate 'they' is written.
