The decisive word is what distinguishes between truth and falsehood, discerning this from that, and it differentiates between people in their disputes.
فَيُمَيِّزُ — and so discerning. A present-tense verb 'and so it sets apart', built on an intensive doubled pattern, with the doer 'it' built in. The leading particle marks it as a result, and the form stresses careful discrimination.
