والتنطع في تجويدها بحيث يشغله ذلك عن تدبر معاني كتاب الله تعالى،
and such excessive articulation in its recitation distracts him from pondering the meanings of the Book of Allah, the Exalted,
يُشْغِلُهُ — distracts him. A present-tense verb on a causative pattern meaning it preoccupies him, the object 'him' attached and the subject named just after. The causative shape carries 'cause to be busied', so it says the fussiness occupies him away from something.
