وهكذا يصبح الصمتُ بدايةَ البلاغة، لا نقيضَها؛
Thus, silence becomes the beginning of eloquence, not its opposite;
الْبَلَاغَةِ — eloquence. 'eloquence / fine expression,' in the -i form, owned in 'the beginning of eloquence.' Silence is where eloquence BEGINS — the surprising claim the passage builds to, sharpened by the denial next.

and the one acclaimed for his noble precedence in eloquence and mastery,
الْبَلَاغَةِ — eloquence. A definite noun 'eloquence', in the genitive because the 'in' before it governs it. The al- makes the field definite. It names the first of two paired arts (joined to 'mastery' next) in which he held precedence.
