فَقَالَ رَسُولُ اللَّهِ صلى الله عليه و سلم الْإِسْلَامُ أَنْ تَشْهَدَ أَنْ لَا إلَهَ إلَّا اللَّهُ وَأَنَّ مُحَمَّدًا رَسُولُ اللَّهِ، وَتُقِيمَ الصَّلَاةَ،
The Messenger of God, may God bless him and grant him peace, said: Islam is to bear witness that there is no deity worthy of worship except God and that Muhammad is the Messenger of God, and to establish the prayer.
وَتُقِيمَ — and establish. A present-tense verb 'and you establish' fronted by an 'and'. The 'and' keeps it parallel to the earlier 'you bear witness', so the same subjunctive force from the opening particle carries over and shows in this verb's ending. Its 'you' subject is built in, and it adds the next duty in the list of what Islam is.
