Just as it is said, 'flowing water' and 'a dead man,' even if he did not cause death but because death occurred in him, he is attributed as the doer of the action.
وَإِن — even if. wa- (and) fused with the concession word 'even if / although', opening a contrary-to-expectation clause. It concedes a point while the main claim still stands: 'even though he did not...'.
