For if his vile ambition reaches lying in transmission and falsifying documents, then he has found ease,
اسْتَرَاحَ — he has found ease. This is a past-tense verb, 'he found rest, he took his ease', with its subject built in, here the narrator. Marked by qad before it, the past form delivers the settled consequence of the condition; the doer is carried inside the verb.
