For if his vile ambition reaches lying in transmission and falsifying documents, then he has found ease,
تَرَقَّتْ — she reaches. This is a past-tense verb, 'it rose, it climbed', in feminine form because its subject 'ambition' is grammatically feminine. After 'if', the past form states the hypothetical condition; the feminine ending anticipates the feminine subject that follows.
