ولقد وصينا الذين أوتوا الكتاب من قبلكم وإياكم أن اتقوا الله فبالله ؛
And We have certainly instructed those who were given the Scripture before you and yourselves to fear God;
أُوتُوا — were given. This is a passive verb, 'were given', where the people receive rather than do the action. Arabic marks the passive by changing the verb's inner vowels, not with a helper word like English 'were'. It carries a plural subject inside it and takes a further object, the thing given, after it.
