ولقد وصينا الذين أوتوا الكتاب من قبلكم وإياكم أن اتقوا الله فبالله ؛
And We have certainly instructed those who were given the Scripture before you and yourselves to fear God;
وَصَّيْنَا — We instructed. This is a past-tense verb, 'we instructed', with the attached -na 'we' as its subject. The royal or collective 'we' is built into the verb's ending, and the doer rides as that suffix; no separate word for 'we' is needed.
