الْوَاصِلُونَ إِلَى هَذِهِ الرُّتْبَةِ هُمْ الْمَنْصُورُونَ فِي الدُّنْيَا وَالآخِرَةِ
Those who reach this rank are granted victory in this world and in the Hereafter.
الْمَنْصُورُونَ — those granted victory. This is a passive participle, a 'done-to' word: they are the ones who are given victory, not the ones who win it by themselves. Arabic marks that received quality by the participle's pattern, framing the triumph as something granted to them.
