الْوَاصِلُونَ إِلَى هَذِهِ الرُّتْبَةِ هُمْ الْمَنْصُورُونَ فِي الدُّنْيَا وَالآخِرَةِ
Those who reach this rank are granted victory in this world and in the Hereafter.
الْوَاصِلُونَ — those who reach. This is an active participle in the masculine plural, used as a noun for 'the people who reach'. Arabic regularly turns such doer-participles into standing subjects, and its plural ending and definiteness mark it as the topic the whole sentence is about.
