الْوَاصِلُونَ إِلَى هَذِهِ الرُّتْبَةِ هُمْ الْمَنْصُورُونَ فِي الدُّنْيَا وَالآخِرَةِ
Those who reach this rank are granted victory in this world and in the Hereafter.
الرُّتْبَةِ — rank. A definite feminine noun in the genitive, governed by the 'to' earlier in the clause. It is the second half of 'this rank', taking its pointed-to status from the demonstrative in front of it and naming the destination of those who reach.
