But it has not occurred, nor is it customary, and it is not something people have discussed, either in negation or affirmation.
يَجْرِهِ — occurred. This verb wears the clipped jussive ending demanded by the negator before it and carries an attached 'it' object; it is a causative-pattern verb 'make it happen/bring it about'. So it means 'He did not bring it about', the doer being God understood.
