رَبِّهِ — his Lord. A noun with an attached 'his' stuck to its end, forming an 'of' possessive in a single word — the owner is built right into the noun. It sits in the genitive because the 'to' preposition governs it as the goal of the repentance.
From: Patience Under Decree →مَا أَحَدٌ مِنَ النَّاسِ إِلَّا وَهُوَ أَحْمَقُ فِيمَا بَيْنَهُ وَبَيْنَ رَبِّهِ عَزَّ وَجَلَّ،
There is no one among people who is not foolish regarding what lies between him and his Lord, the Exalted and Majestic.
رَبُّهُ — his Lord. This noun carries an attached '-his' at its end and is the second pole of the 'between him and his Lord' span, so it sits in the (genitive). The '-his' points back to the person, marking whose Lord is meant. The possessor riding on the noun is how Arabic says 'his Lord' in one word.
