الإِنْسَانِ — of human beings. The owner half of the pairing, 'the human', so 'the state of the human'. As the possessor it sits in the genitive ending and keeps its own 'the'.

It is enough for a person to consider all that they see and do not see with their eyes, and their origin of creation and formation.
الْإِنْسَانَ — for a person. The noun 'the human', the object of 'it suffices' in the accusative object ending with its own 'the': suffices the human. Arabic marks the one for whom it suffices as a direct object.
