السُّورَةِ — the chapter. The owner half of the pairing, 'the chapter', so 'the beginning of the chapter'. As the possessor it takes the genitive ending and keeps its own 'the'.

And that would contradict its attribution to His angelic messenger in Surah At-Takwir.
سُورَةِ — Surah. This noun heads an 'of' possessive pair, 'chapter of At-Takwir'. As the front member it takes the genitive from the preposition before it yet stays bare of its own 'the', because it draws its definiteness from the name that follows and owns it.
