Like a shepherd grazing around a sanctuary, he is likely to fall into it.
يُوشِكُ — he is likely. Present-tense verb meaning 'is on the verge of'. It works as a starter verb that needs a following verb to complete its sense, here setting up 'is about to fall'. It carries its own 'he' subject.
