فَقَالَ لَهُ رجل إِنِّي أَكثر الْبكاء
A man said to him, 'I cry often.'
أُكْثِرُ — I do much of. A Form IV verb, 'I do much of', the a-prefix giving 'make plentiful'. The subject 'I' is inside it, and it reaches for an object naming what is done abundantly.

More than one funeral prayer may be performed with a single dry ablution according to the more correct opinion.
أَكْثَرُ — more than. An elative, 'more,' the subject of the passive 'may be prayed' — 'more [than one]... may be prayed.' It takes 'than' (next) for what it exceeds: a single funeral.

Even if they are the majority in number,
الْأَكْثَرِينَ — the most numerous. An elative ('the most numerous'), serving as the predicate of the 'to be' verb before it, which is why it takes the object-style ending that this verb gives its predicate. As an -in plural it agrees with the 'they' inside the verb. A clarifying word follows to fix the respect in which they are 'most'.
