تَعْطِيلِ — nullifying. A verbal noun (an action packaged as a noun) meaning 'nullifying/stripping-of-force'; it lets the act of annulling stand as a thing the verb returns to. It heads an 'of' chain with the noun that follows. It carries the after-preposition ending from the 'to' before it.
