  And he said, "Indeed, the religion of God prevails."

  ظَاهِرٌ — prevails. This describing word is the predicate, the part that states what the topic is, completing the 'indeed the religion is...' sentence. There is no verb 'to be'; Arabic simply places the predicate after the emphasis-marked topic. Because it is the predicate, it takes the naming case rather than the object case the topic carries.
