unlike the diligent one in obedience to Allah and His Messenger, internally and externally,
بِخِلَافِ — unlike. 'unlike, in contrast to' — 'bi' plus 'khilaf', head of an 'of' pairing with 'the diligent one'; it sets up the contrast.

So he interprets it according to his school of thought and debates on that basis, despite its clarity against what he says.
خِلَافٍ — contrary to. 'the opposite / contrary,' indefinite, in the -i form after 'in.' It heads an 'of' pair with 'what he says' — the verse is plain in the very reverse of his claim. The clash could not be sharper.
