وَأَوْصَى عِبَادَهُ بِالِاسْتِعَانَةِ بِالصَّبْرِ وَالصَّلٰوَةِ عَلَى نَوَائِبِ الدُّنْيَا وَالدِّينِ
And he advised his servants to seek help through patience and prayer when facing the calamities of the world and of religion.
وَالصَّلٰوَةِ — and prayer. wa- coordinates a second instrument ('and prayer') under the same 'through', alongside patience. The conjunction keeps both governed by the earlier bi-, sharing its genitive and sense.

And Allah, the Exalted, has commanded His servants to say in the prayer.
الصَّلٰوَةِ — the prayer. Definite by 'al-' (here spelled with the older long-alif form), naming the ritual prayer. It sits in the genitive ending under the preceding 'in' and gives the occasion for the commanded recitation.
