فإذا رأيت الواعظ راغبا في الدنيا قليل الدين،
If you see the preacher desiring worldly life and lacking religious commitment,
الْوَاعِظَ — the preacher. This is the object of 'see', in the accusative and definite — 'the preacher'. It is the anchor for the descriptions that follow: the next words paint the condition he is in when you catch sight of him. So it does double duty as object and as the thing being characterized.

And how many eloquent preachers have moved the attendees to tears at that moment,
وَاعِظٍ — preachers. Though it looks singular and sits in the genitive, this noun means 'many preachers' because of the 'how many... of' frame around it. That singular-and-genitive shape after the exclamation is a fixed rule, not a sign that only one preacher is meant.

الْوَاعِظُ — the preacher. This is the subject of 'to be', in the nominative and definite — 'the preacher'. It is the one whose likeness to the great preachers is the condition. Its plain nominative ending marks it as the doer-side of the 'kana' frame.

وَالْوَاعِظُ — and the preacher. The wa- links this new sentence onto the running list with 'and', and the al- marks 'the preacher' as a definite, representative figure. The word stands as the topic the rest of the sentence will describe, and the al- presents him as a type rather than one specific man.
